The City of Toronto Basement Flooding Protection Subsidy Program offers eligible homeowners up to $6,650 per property for approved flood protection work. The expanded subsidy amounts apply to eligible work completed on or after November 12, 2025, and applications for the expanded program became available on May 1, 2026.

Eligible property types include single-family, duplex, triplex, and fourplex residential homes within the City of Toronto.

  • Backwater valve installation or replacement, including alarm

  • Backup power for a sump pump

Home Plumbing Assessment

A home plumbing assessment can help identify plumbing conditions that may increase the risk of basement flooding. For eligible work, the City of Toronto may cover 80% of the invoiced cost, up to $500, for a one-time home plumbing assessment.

This assessment can help homeowners better understand which flood protection upgrades may be suitable before moving ahead with installation work.

Backwater Valve Installation:

A backwater valve helps reduce the risk of sewage backing up into your basement during heavy rain, flooding, or sewer overloads. For eligible work completed on or after November 12, 2025, the City of Toronto may cover 80% of the invoiced cost, up to $1,600 per device, with a maximum of two devices per property.

Eligible Work May Include:

Sump Pump Installation:

A sump pump helps move water collected by the weeping tile system away from the home, reducing the risk of basement flooding during heavy rain, snowmelt, or high groundwater conditions. For eligible work completed on or after November 12, 2025, the City of Toronto may cover 80% of the invoiced cost, up to $2,250, for one sump pump device.

Eligible Work May Include:

If backup power is installed for the sump pump, the City may provide an additional subsidy of 80% of the invoiced cost, up to $300.

Severing or Capping Weeping Tile/Storm Sewer Connection

Weeping tile is a perimeter drainage system that helps collect and direct water away from the foundation. In some homes, foundation drains or weeping tiles may be connected to the City’s sewer system. Severing and capping this connection can help reduce the risk of basement flooding during heavy rainfall or sewer overloads.

For eligible work, the City of Toronto may cover 80% of the invoiced cost, up to $400, including eligible labour, materials, and taxes.

Eligible Toronto homeowners may receive up to $6,650 per property through the Basement Flooding Protection Subsidy Program. The final subsidy amount depends on the type of work completed, the invoiced cost, previous subsidies received for the property, and whether all City requirements are met.
